The Oregon Government Ethics Commission says the state’s former first lady is stalling.

The Statesman Journal reports the commission says Cylvia Hayes of Bend is using her bankruptcy to delay a resolution of her ethics violation case.

The commission fined her 110-thousand dollars for violations related to issues that forced Gov. John Kitzhaber to resign.

She also owes The Oregonian 124-thousand dollars after losing a public records lawsuit.
