Three Finalists Selected For Next Madras City Administrator

The City of Madras has identified three finalists who will move forward in the recruitment process for the City’s next City Administrator.

Following a comprehensive recruitment and evaluation process led by Prothman, the City’s executive recruitment consultant, the Madras City Council has authorized the advancement of the following candidates to the final stage of the selection process:

  • Brenda Fahey, Assistant City Manager and Human Resources Director for the City of The Dalles, Oregon.
  • Maurice Henderson II, Partner and Co-Founder of Two Degrees, a management consulting firm.
  • Jody Yates, Maintenance Operations Group Director for the City of Portland Bureau of Transportation.

Public Meet and Greet

As part of the final selection process, the City will host a City Administrator Finalist Meet and Greet:

The meet and greet is the public’s opportunity to meet the finalists, hear brief remarks, ask questions, and provide feedback. Comment cards will be provided by Prothman at the end of the event. Feedback received through the comment cards will be reviewed as part of the City Council’s deliberation process.

Final Interview Process

Final interviews will take place on Thursday, June 11, 2026, at Madras City Hall. The interview process will include City Council, staff, and external stakeholder panels.

In accordance with Oregon Public Meetings Law, City Council interviews and deliberations related to the selection process will be conducted in executive session and will not be open to the public.

Following the interviews and deliberation process, City Council may identify a preferred candidate and direct the City’s representatives to begin contract negotiations. Any proposed employment agreement would return to City Council for approval at a public meeting.
