A 43-year-old man faces a list of charges including Kidnapping and DUII, after he was caught by Madras Police Sunday. According to a media release from Madras Police:
At approximately 2:11 p.m. on April 26, 2026, Frontier 911 dispatchers received a request for officers to respond to the area of SE 7th Street and SE G Street for the report of a male driving erratically, reportedly trying to “run down” another vehicle and a female on scene. Additional reports of a possible domestic violence situation involving the suspect, and his female passenger were also provided to responding law enforcement units. Officers immediately received additional coverage from neighboring law enforcement agencies.
A deputy from the Jefferson County Sheriff’s Office located the suspect vehicle while officers were responding to the scene. The deputy initiated a traffic stop on the suspect vehicle, but it failed to stop, and the male suspect attempted to elude the deputy which initiated a vehicle pursuit. Through further investigation, the suspect was identified as forty-three-year-old Sir Charles Ariesis Williams.
A short time later, Mr. Williams crashed into a passerby vehicle in the area of NE 10th Street and NE Oak Street, and Mr. Williams ran from the scene. Law enforcement pursued Mr. Williams on foot and set a perimeter of the area. A shelter in place request was distributed to citizens in the surrounding areas for an abundance of caution as law enforcement was gathering information as the situation was unfolding.
Assistance was requested from the Deschutes County Sheriff’s Office for a K-9 unit to respond to the scene to assist in tracking the suspect. Law enforcement obtained further information and units responded to the area of 410 NE Oak Street. A short time later, the suspect was believed to be hiding in a large area of shrubbery and after multiple verbal warnings and commands to the suspect, the Deschutes County K-9 unit deployed the K-9 to search the area where the suspect was believed to be hiding.
Mr. Williams was located by the K-9 and taken into custody by officers on scene. Mr. Williams received immediate medical treatment and care from Jefferson County Fire and EMS and was transported to St. Charles Hospital in Madras. Mr. Williams was taken into physical custody at a later time on 04-27-2026 at St. Charles Hospital in Bend, Oregon, with the assistance of the Bend Police Department.
Mr. Williams was booked and lodged at the Jefferson County Jail on several charges including, Robbery III, Coercion, Kidnapping, Assault III, Attempt to Elude by Vehicle, Attempt to Elude by Foot, Escape III, Criminal Mischief I, DUII, Reckless Driving, Harassment, Criminal Mischief III, Reckless Endangering, Unauthorized Entry into a Motor Vehicle, and Failure to Perform the Duties of a Driver.
The Madras Police Department would like to thank the Jefferson County Sheriff’s Office, Deschutes County Sheriff’s Office, Bend Police Department, Oregon State Police, Frontier Regional 911 Dispatch, St. Charles Hospital Staff, and Jefferson County Fire and EMS.
Mr. Williams is currently lodged and being held at the Jefferson County Jail where he is set to appear for court at 1:00 p.m. on 04-28-2026.
